Cute but pants run way smaller

I know Asian sizing is way off but I got size 3-4 anyways for my little fashionista who will be turning 3 in September to wear it now. I should've gone with what my guts tell me and order larger one. 

Set itself is cute, it's made of cotton and looks exactly as pictured. Its thin and summery, fabric isn't soft but not stiff either. While top is stretchy and can surely fit her next year bottom barely touches her ankles. Bummer I really like them but now have to return. Not sure if it got mixed up while sorting by the manufacturer or merchant but the bottom fits more like 18-24 m compared to pants my little one outgrew and top is 4-5 T
